Special Conditions in the Organisation of Educational Activities

The organisation of the educational process for students with disabilities and those with special needs at HSE University is facilitated through adapted main educational programmes according to individual curricula, schedules tailored to the psycho-physical development, individual capabilities, and health conditions of students with specific needs.

Upon admission to HSE University, a student with a disability or special educational needs has the right to declare their special status when filling out the Acknowledgement Form of the HSE Charter and the primary local normative acts, by marking the relevant box indicating the presence of a confirmed disability or special needs. Additionally, a student with disabilities or special needs can inform the Directorate for the Support of Specific Student Categories and their degree programme's study office about their current disability or health limitations.

Students with disabilities or special needs are entitled to special conditions during the educational process in accordance with the Regulations for Interim and Ongoing Assessments of Students at HSE University and Annex 7 to the Regulations, Special Features of Studies, Interim and Ongoing Assessments for Bachelor’s, Specialist, and Master’s Students with Disabilities and Health Conditions at HSE University.

The special conditions at HSE include:

  1. Provision of educational consultant services. Educational consultants are usually students from the same educational programmes, who voluntarily (either on a paid or unpaid basis) provide support to students with disabilities or special needs. Requirements for educational consultants are outlined in the Regulations on the “Teaching Assistant”, “Faculty Digital Assistant” and “Study Assistant” Projects at HSE University, and the relevant rules.
  2. Provision of specialised technical devices for individual and collective use available at HSE University for educating students with disabilities or special needs;
  3. Provision of specialised software;
  4. Allotment of necessary breaks during classes and assessments due to health-related needs;
  5. Psycho-pedagogical support to prevent and correct difficulties encountered in mastering individual curricula and socio-cultural integration into the educational environment (in cooperation with the HSE Psychological Counselling Centre);
  6. Presence of a personal technical assistant during interim assessments;
  7. Alteration of the interim assessment format, including a shift to remote forms;
  8. Extension of the duration of exams beyond the standard one. A student may be granted up to an additional 60 minutes for a written exam, up to 20 minutes for preparing responses in an oral exam, and up to 15 minutes during thesis defense.

IMPORTANT!

Applications for special conditions can be submitted through the "Student Service Centre" by filling out the form.

The application must list all conditions for providing special accommodations and include documents that certify the right to special conditions in the organisation of the educational process (certificate from the Medical Social Expertise bureau and/or conclusion from the Psychological-Medical-Pedagogical Commission).

Please note that such applications should be submitted at the start of each academic year or before interim assessments, no later than 10 days before the commencement of assessments.

IMPORTANT!

Please be aware that students with disabilities or special educational needs are considered a special category of learners at HSE University, which entitles such students to special conditions for mastering educational programmes, specifically:

  • A critical SPA (Student Performance Assessment Indicator) value of five, if exceeding the usual SPA is recorded for the first time;

  • The opportunity to repeat a course once during the entire period of study at the University (except when academic failure is due to not choosing a term paper topic) while maintaining current financial conditions, up until participating in a second retake.
