Working paper series is established by the Higher School of Economics in order to draw attention to priority research areas, to increase both the number and quality of publications, and to provide an opportunity for the wide and quick distribution of recent studies conducted by our staff to both a Russian and international audience.

Currently, HSE publishes working papers through its Publishing House and as part of its Basic Research Program.  The Publishing House issues 20 series of working papers, available both online and in print and in both Russian and English.  Working papers of the Basic Research Program are issued in 10 of these series and are published online in English.  The series editors make all publication decisions.

HSE’s working papers are our university’s contribution towards developing the idea of free access to academic research.  It is our hope that the working paper series will develop interest not only in the research conducted at our university, but, more importantly, in a united academic community by inspiring new ideas, projects, and discoveries.
