Working papers were established at the HSE in order to draw attention to priority areas of research, to increase both the number and quality of publications, and to provide the opportunity for a wide and rapid distribution and discussion of recent studies by our staff among both Russian and international audience.

Currently the HSE publishes working papers through its Publishing House and as part of the Basic Research Program. The HSE Publishing House issues 18 series of working papers both online and in print, in Russian and English. Working papers by the Basic Research Program are issued in 10 series and are published online in English. The decision on publication is made by the editors of the series.

HSE working papers are our university’s input into the development of the idea of free access to academic research. We hope that the working paper series will become not only an additional method for attracting attention to the results of research conducted at our university, but also will be useful for the development of a united academic community and will inspire new ideas, projects and discoveries.
