This methodology analyses the doctrine, organisation, training, materiel, leadership, personnel, and facilities involved in a military project, aiming to suggest an ideal configuration to meet the national security and defence policy, the military doctrine, and to provide an estimation of Russia’s Military Capabilities (RMC), affected negatively by the lack of DOTMLPF variables. This dissertation will provide some insights to be added to the discussion on the topic, including the necessity of an adequate leadership and proper decision-making to achieve a military reform that could answer modern threats and challenges to Russia.
