Bureaucratization of the Legislative and Executive Authorities and the Ways to Overcome it

<p>In the diploma there was conducted the research devoted to studying of the bureaucratization process of legislative and executive bodies administration in Russia. During the study there were analyzed the main bureaucratization problems and systematized the mechanisms of their overcoming. Besides, the political research included carrying out the analysis of &nbsp;debureaucratization instrument - the Multipurpose centers&rsquo; network. According to the results of the analysis there were developed the recommendations.</p><p>The relevance of the research is following:&nbsp; the bureaucratization as the process of spreading the negative bureaucracy features denotes the inefficiency of administration system. The procedures opacity, corruption, low-quality providing state services are the sore bureaucratization problems. It is necessary to improve the system and to create the efficient measures to overcome the phenomenon.</p><p>The main goal of the study is to analyze the problems and the existing mechanisms of bureaucratization overcoming on the federal and the regional levels.</p><p>The tasks which are necessary for the goal achievement are: to analyze the bureaucratization formation history, to study a current state of &nbsp;Russian bureaucracy and&nbsp; the foreign debureaucratization experience, to analyze carried-out debureaucratization methods in Russia and in the Nizhny Novgorod region and to consider the mechanism- the Multipurpose centers&rsquo; network.</p><p>The methodology of the research consists of the general methods such as historical, the deduction and induction methods and the comparative method. The goal of the research was achieved by the deployment of a sociological method particularly the poll was conducted.</p><p>The first chapter is devoted to study the bureaucratization formation history.</p><p>In the second chapter there was conducted the research of the bureaucratization process of legislative and executive bodies administration in Russia and in the Nizhny Novgorod region. Besides there were identified and systematized the mechanisms of the phenomenon overcoming. There was analyzed the foreign experience. According to the results the main findings are following. It is essential to develop the additional measures to overcome the bureaucratization. It necessary to implement the system performance indicators, introduce the monitoring and the assessment system. Moreover the competent system of ethics codes should be created.</p><p>The third chapter is devoted to study the debureaucratization mechanism- the Multipurpose centers&rsquo; network. The conducted poll was held with the inhabitants of the Nizhny Novgorod region and included the questions connected with the satisfaction of providing the state services. According to the results of the pool it can be mentioned that the Multipurpose centers activity allows to reduce the terms of providing services , to increase the procedures transparency and the comfort, to decrease the&nbsp; corruption and&nbsp; to increase the citizens confidence to the government. The main problem is the information insufficiency about the centers and their services.</p><p>So the given recommendations are following. It is necessary to inform the citizens more about the centers and their services. The regular monitoring about the citizens&rsquo; opinion should be conducted. The government should continue to develop the centers in the Nizhny Novgorod region. And finally, it is essential to estimate the Multipurpose centers activity to identify and eliminate the system imperfections.</p><p>&nbsp;</p><p>&nbsp;</p>
