Implantation effective contract to vacation and professional education as instrument of social politics in education sphere of the Russian Federation`s regions

<p>Nowadays regional VET institutions have some failures that should be considered in the development of this sphere and improvement of efficiency indicators. Today, the main objective is to develop the effective contract between VET teachers and masters and institutions. Implementing the effective contract in the VET is a complex set of interrelated activities involving, on the one hand, higher salaries of teachers in the VET system, and, on the other hand, improvement of their work and raising the efficiency of professional educational organizations in general.</p><p>Hypothesis: the present-day policy in Russia aimed at improving salaries in VET is able to provide conditions for the implementation of effective contract in the Russian regions today.</p><p>Based on the above-stated information, the research objective is to analyze current VET in Russian regions in terms of economic performance and to consider possible implementation of the effective contract.</p><p>Moreover, current research considering theoretical aspects of effective contract in Russian Federation and current situation in VET institutions.&nbsp; The research has involved the consideration of present-day VET system, identification and analysis of problems such as low salary, outdated systems to monitor operation efficiency of employees, etc.</p><p>Based on the conclusions of research, it can be stated that the comprehensive introduction of the effective contract in Russian regions is impossible today due to great number of regions with low salaries in VET relative to salaries of their colleagues in elementary education and average economic salaries.</p>
