The Design of Learning Outcomes Assessment Model for Educational Program «State and Municipal Management of the North Rural Areas Socio-Economic Development»

The paper discusses ways of the effective organization of the learning outcomes assessment process for short-term specialized educational programs (for example, Master's program). Current approaches to the educational programs learning outcomes statement and assessment are presented. Methods and approaches, validated for educational programs learning outcomes assessment in a number of universities are presented. The specific learning outcomes assessment model was selected according to a comparative analysis results that meets criteria taking into consideration number of short-term specialized educational programs features. The design of learning outcomes assessment model for educational program "State and Municipal Management of the North Rural Areas Socio-Economic Development" with the use of an adapted approach “All-in-One” was performed. The paper describes the approach used, its preferences and imitations, as well as possible areas of further development. Key words: learning outcomes, constructive alignment, assessment of learning outcomes, learning outcomes assessment model, quality of education, master's degree, higher education.
