Abstract Field-forming system to produce standard pulses of high intensity electric and magnetic fields in subnanosecond range was considered. There high-voltage system based on TEM-cell with splitted central electrode was proposed. Claims to technical and metrological characteristics was postulated. Specified geometry parameters of cell were chosen as a result of electrodynamic modelling. Experimental study of metrological characteristics was made. The electric and magnetic pulses realisation range was expanded up to 300 V/m (800 A/m) with pulse rise time no more 100 ps. Uncertainty analysis shown that expanded uncertainty of units realisation is 5.7 %. Developed system can be used as a secondary standard of pulse electric and magnetic field strengths units.
