The Role of Global Governance in Providing the International Food Security

Nowadays there is the transformation of global governance within the framework of which informal institutions are growing in importance. This process also takes place in the field of the international food security, where significant institutional changes have happened, including the extensive reform of FAO through which the Committee on World Food Security strengthened its positions; the establishment of the System High Level Task Force on the Global Food Security Crisis that developed the Comprehensive Framework for Action; increased participation of the Group of Seven/ Eight (G7/8), Group of Twenty (G20) and BRICS in promoting strategies and implementing food security policies. By means of intensive multilateral negotiations and successful national strategies for food security, these intergovernmental bodies have managed to improve cohesion among diverse stakeholders as well as contribute to the reduction of malnutrition in the world. Nevertheless, there are contradictions between national and global food security objectives that call into question the effectiveness of food security assurance through the international food security organizations and forums, which lack legitimacy and have not reach practicable decisions yet. Therefore, there is the need for improved global governance framework, because the international food security could be achieved, if there would be effective cooperation on a global scale. However, a steady increase in the collaboration of informal institutions in accordance with the model “acting in alliance with multilateral organizations”, taking into account the political significance of G7/8, G20 and BRICS on the global arena, represents a real opportunity for improving the international food security.
