Organization of Regional Engineering Center Based on Partnership between an University and a Machine-building Company

In recent years Russian economy meet several jolts. New challenges lead to new priorities. Human capital development and innovative activity level increase are the most important goals at the moment. In this context government assumed measures that are supposed to create new contacts between fundamental science and production. In accordance with engineering development program until 2018 it should be organized 63 engineering centers based on universities. This paper is intended to examine in more detail situation around engineering companies. The purpose of the master's thesis is an elaboration of scientific and methodological approach to organization of the engineering center based on the partnership of the university and machine-building company. The work raises questions about the engineering services content and their understanding in Russian practice. Moreover, organization of engineering center Moreover, the creation of an engineering center is represented as a mechanism for the removal of barriers in the interaction of universities with industry. The partnership of the regional engineering enterprise and Voronezh State Technical University is taken as an example. Current conditions for the creation of a new organization in the field of engineering services are estimated from the perspective of the common practice of strategic analysis. The methodological basis of the strategic analysis is the Analytic Hierarchy Process method that used to assess the factors derived by analyzing the macro and the micro-environment. Finally, the thesis presented the business model of the engineering center and recommendations for the implementation of its development strategy.
