Contract System as a Mechanism of Improving the Efficiency of Budget Spending (on the Region Example)

Master's thesis is devoted to development recommendations for improving public procurement by enchasing the efficiency of budget spending, taking into account regional peculiarities of the procurement process. In particular, the study paid special attention to several aspects: the theoretical basis of public procurement, the study of historical sources, reflecting the centuries-old experience of the Russian procurement and foreign experience in contracting system on the example of the FCS. Also we take into consideration the corruption component of the contract system and methods of its elimination in order to comply with the principles of openness and transparency in procurement. Much attention is paid to the analysis the activities of the Office of placing orders, as the example of the regional authorized agency for procurement. The problems preventing the development of the procurement system at the regional level is detected. Developed Measures that improve the efficiency of budget spending, both at the regional and national levels is developed. The study identified mechanisms to improve the procurement process: the creation of the Unified Information System and its subsequent differentiation at the expense of regional Automated information system, the inclusion in the contract system planning and standardization of procurement procedures, the legislative establishment of anti-corruption standards.
