Mechanism for Collaboration between Government and Socially-Oriented Nonprofit Organization: Case Study of Nizhny Novgorod Region

This graduation project is devoted to the mechanisms of collaboration between government and socially-oriented non-profit organizations. The first part is an extensive theoretical base for the study research. The first part includes definition of socially-oriented non-profit organizations(or NGOs), the models of interaction and it’s legal framework. The second part contains the analysis of the implementation of government support programs in the regions of Russian Federation. Particular emphasis is placed on the study of regional NGOs in Nizhny Novgorod region in order to identify the relationship with the state. The study showed that the Nizhny Novgorod region manifests itself as a middle region, where financial instruments are most frequently used in the context of building cooperation with NGOs. Most of the socially-oriented organizations have a positive attitude to the state support and see the prospects of further relations in the sphere of developing social projects. The next step was the research on supporting infrastructure in the region, where the leading role is played by the resource centers of support for the activities of NGOs. The analysis includes the conclusions about the implementation of joint programs with the government on the example of the priority directions of development of volunteerism and philanthropy. A key indicator is that financial methods are not always as effective as, for example, building effective communication channels. The obtained results are important for the Department of regional and municipal policy as a facilitator of the work of NGOs. The number of practical recommendations can help to improve the efficiency of interaction between the state and NGOs. The list of developed recommendations can be extended and adapted to the needs of any region of Russian Federation.
