This paper considers the freedom of the press concept and its realization by Special Conference for the Drafting of a New Statute on the Press in 1905. The author characterizes discussion about optimal limits and possible guarantees of realization of freedom of the press; shows the role of the Special Conference in preparing of rules for periodicals of 24 November 1905.
