Organization of Technology Platform Program Management (the Case of TP "Intelligent Power System")

Technology platform is a sector program support office governed by government, industry and science (The Triple Helix) who jointly formulate long-term benefits for respective sector. Contingent nature of open system organization which delivers projects outside of the primary organizational scope along with innovative features of these programs impede adaptation of traditional business-oriented program standards and governing systems. In-depth interviews of key program stakeholders from TP IPS and qualitative content-analysis of 8 European energy TPs program documents reveals key components of technology platform organizational architecture. Proposed recommendations address structuring of communication flows, adequate organizational structure adaptation, types of team roles, collective decision-making processes and strong requirements for specific program components realization. It is found that technology complexity affects the types of services proposed by TP's PMO but have little or no connection to the way program teams are shaped.
