Abstract Dissertation is devoted to the organization of local government in modern Russia. The relevance of the study due to the new municipal reform, which began with the adoption of the Federal Law of May 27, 2014 № 136-FZ. This law significantly expanded the rights of Subjects of the Russian Federation in the sphere of regulation of local self-government, as well as provided for the possibility of competition for the selection of candidates for the post of the head of the municipality. The main problem in the implementation of the mechanism of electing the head of the municipality as a result of the absence of competition is in the scientific literature, as well as lack of implementation in practice, understanding the essence of the institution itself, the foundations of its implementation and procedural order. These circumstances due to the purpose of the study - to develop a model of municipal normative legal acts regulating the procedure of the tender for the selection of candidates for the post of head of the municipality. The study was carried out the analysis of the legal status of head of the municipality and its place in the system of local government, the analysis of the laws of the Russian Federation, The advantages of the new model. In the development of the author about the competition, a detailed justification for the inclusion of certain items in the model text of the municipal regulatory legal act. Designed as part of the research model act in full and adjusts the corresponding relationship may be used in the practice of municipal.
