Improving of Civil Servants Evaluation Process Using Information Technologies (Case of Vyborg Customs Service)

Master thesis is devoted to actual problems of civil servant’s evaluation process. An improvement of civil servant’s evaluation process using information technologies today seems as the solution of problems in this field. Based on the analysis of Russian and foreign experience, author had theoretically justified the need of modernization of internal HR processes of civil servant’s evaluation process in the context of development of information technologies. Master thesis is practically oriented. The author of dissertation research offers independently developed computer simulation of information system "Personal Record of Results" for the staff of Vyborg custom service. This information system automates the process of individual annual report preparation, allowing the employee to exercise control of process and results of both own activity, and activity of the subordinates. Also, the author of master thesis has developed the implementation plan of information system "Personal Record of Results" in Vyborg customs service (algorithm of introduction, approximate calculation of installation costs, adjustment in civil servant’s official regulations). The recommendations offered in the master thesis are developed for Vyborg customs service taking into account its’ features, the current situation, problem zones and the available opportunities. However, they can further be applied in other public authorities for the purpose of the current evaluation of employees’ activities.
