The basis for the successful functioning of any enterprise is the staff that is why the personnel work is a key element in achieving the efficient operation of both commercial and government organizations. As a result of the civil service reform, some modern personnel management mechanisms were developed and tested. The introduction of these mechanisms improved personnel management in the civil service system and allowed to increase the state apparatus efficiency. However, today there are a number of problems in this area, and the growing needs of society and the state are the cause of the need for continual improvement of personnel work. The purpose of this research is to develop recommendations for the improvement of the personnel work in the executive agencies of St. Petersburg on the example of the Committee on Youth Policy and Interaction with NGOs. In accordance with the intended purpose the following objectives were identified: to study the principles of the state personnel policy and its impact on the personnel work of the state civil service; to determine the main directions of personnel work in state agencies; to examine the regulatory framework of the personnel work in the executive agencies of St. Petersburg; to analyze the personnel work of the Committee; to identify existing problems and put forward a number of proposals for improvement of personnel work of this executive agency. Based on the analysis of the main directions of personnel management and the staff of the Committee for the period from 2011 to 2015, the main problems were identified and a set of recommendations was developed. These recommendations are aimed at improving the process of recruitment and selection of employees, as well as the introduction of innovative technologies in the work with the staff.
