Russian-Chinese cooperation is built on the solid foundation of political mutual trust and the pursuit of mutual benefit. Russian cities are also actively cooperate with China. A striking example of this cooperation are the relations of St. Petersburg and China. China over the past five years is the main trading partner of the city, which explains the relevance of the chosen theme. Research Relations, Saint-Petersburg and China paid much attention to Russian and foreign authors such as: Liu Qian, Li Ji Sheng, Galenovitch J.M., Berger J. M., Gelbras V.G The object of the study is cross-border cooperation of St. Petersburg and China. The subject of research are the mechanisms of interaction of the St. Petersburg and the PRC. The main purpose of this work is to develop recommendations for the improvement of St. Petersburg foreign trade policy towards China in the analysis of relations between St. Petersburg and China. The study revealed that the crisis in 2014 had a profound impact on the relations of St. Petersburg and the PRC, falling level of trade, declining Chinese investment in the city's economy. Maintaining and establishing relations with China should be the main focus of foreign policy of St. Petersburg. The main measures to improve the city's policy toward China should be: - Implementation of specific programs to create comfortable conditions for tourists; funding of the China Center in St. Petersburg, the opening of the Russian Cultural Centre in China; - The creation of a Russian-Chinese enterprises based on Chinese cheap labor and Russian technologies; - For loans of small and medium business of St. Petersburg in the Export-Import Bank of China, the establishment of business centers in the city. Measures improving the foreign policy of the city of St. Petersburg will help establish a shaky relationship with China, to increase the flow of investment into the city, to increase the level of foreign trade cooperation.
