Public-Private Partnership in the Process of Organizing International Sports Events (Case Study Tyumen Region)

In this work, we consider the issue of using public-private partnership in infrastructure projects for international sports events, what with the introduction of the Federal law, is an important direction of development of society. The aim of this work is to develop proposals on the application of the mechanism of public-private partnership in the field of international sports competitions for the construction of sports infrastructure. A separate emphasis is made not only on the deficiencies in the regulatory framework, but also on providing recommendations for the public and private sectors in the use of mechanisms of public-private partnership. To achieve the goal there were made such tasks as: the study of the concept of "public-private partnership"; the study of the forms of public-private partnerships; analysis of the legal framework of the Russian Federation and foreign countries; the analysis of PPP application experience in sport infrastructure projects; identification of legislative gaps and obstacles for PPP development in Russia; the proposal of measures for improving the system of interaction between government and the private sector through public-private partnerships; example of the proposals' implementation for the infrastructure object of the Tyumen region. The main result of this work, based on analysis of the laws and experiences, are guidelines for implementation of public-private partnerships in infrastructure projects of international sports competitions that, according to the author, will improve the level and quality of services provided.
