The Enhancement of the System of Qualification Requirements for Civil Service Positions in Federal Executive Authorities

This paper is intended to cover the major issues of qualification requirements for civil service positions. In order to fulfill responsibilities effectively civil servants have to be selected according to their education, knowledge, skills, and other important criteria. The problem of the research is based on the statement that qualification requirements for civil service positions are not fully developed and differentiated, thus, they do not allow to predict the success of employee's professional activity in the civil service. The goal of the project is meant to be achieved via the enhancement of the system of qualification requirements for civil service positions. The results of the performed analysis can be reflected in the increase of the efficiency of specialists’ selection and evaluation, in the simplification of the search of specialists with necessary knowledge and skills, and in the motivation of applicants to study their profession.
