Using the Results of a National Assessment of Educational Achievement: Comparative Analysis of the CIS Countries

Final qualification work is devoted to the study of the problems of using results of national monitoring of educational achievements of pupils. Work has become an integral part of one of the projects carried out by the Institute of education HSE by the order of Rosobrnadzor. In this case the text is not limited to the part that is implemented in the framework of the mentioned project, but significantly extends and deepens the aspect associated with the use of the results of Monitoring. Results on the identification, description and systematization of practices of application of the results of Monitoring in the CIS countries presented in the first part of it. In order to more deeply reveal the problems of using the results of the conducted interviews with experts from these countries. Comparative analysis of the experience of the CIS countries on the use of the results of the Monitoring revealed a number of factors that have the greatest influence on the choice of destination application received the evaluation data. The results of the study indicate that, despite differences in time and differences in the reasons for the development and implementation of their Monitoring, the managers of all post-Soviet countries use their results in very similar directions. At the same time domestic tools (NSQE) has a relatively low level of sophistication of the individual elements, especially in the subsequent use of the obtained data and making mechanisms based on these management decisions. In conclusion provides recommendations for improving NSQE in Russia.
