Local Legal Framework as a Tool to Improve the Social and Legal Status of Teachers of Additional Education

Priority directions of development of education in Russia, this provision is enshrined in a number of key documents in the field of education. This leads to the role of the teacher of additional education as the most important subject of the social mission of the state. This makes it possible to talk about the contradiction between the importance of the social mission of teachers of additional education and low socio-legal status and makes it necessary to search for mechanisms to improve the social and legal status of the additional education. One such mechanism is the local regulatory framework. Based on the analysis of legal acts, as well as the relevant scientific literature it was formulated definition of the social and legal status of the teacher of an additional education, identified the shortcomings of social and legal status of an additional education of teachers, designated legislative framework for local rulemaking. It is also formulated recommendations for improving the local regulatory framework, which include: adaptation of standard acts of the specifics of a particular educational institution; real acquaintance of employees with the content of acts; teachers free access to local regulations; adoption of a set of measures to encourage teachers obtain certification category; ensuring transparency algorithm payroll. Results of the study can be used in the development and adoption of local regulations in the establishment of an additional education in order to improve the social and legal status of the teacher of an additional education in a specific institution.
