annotation The thesis is drafted optimum interaction model ten small schools Buturlinovsky district of Voronezh region. The purpose of the master's thesis is to develop a mechanism of interaction in the area of ​​educational organizations that enhance access to quality education for rural students. The analysis of alternative models of restructuring the network of rural schools, revealed the advantages and disadvantages of vertical and horizontal strategies of cooperation and integration of educational organizations. Based on the survey data revealed a willingness school district to switch to a horizontal level of interaction. The paper revealed the reasons for limiting the availability of quality education in small schools district. The core of the project is to develop a "road map" - the algorithm for constructing the interaction and coordination of interests of all participants in the educational process. The model of interaction between educational institutions on the principles of parity cooperation, worked risks. The recommendations deal with the development of logistics in the framework of the Association of the education system, including in this process is a motivational component of the frame, adding schools potentials.
