Forms, Terms and Procedure of Small Business Support

Graduating work is devoted to the theme «Forms, terms and procedure of small business support». The paper considers approaches to the concept and the essence of small business in the Russian doctrine, and abroad. The result of the analysis is a selection of the features of the Russian small business, as well as the author's formulation of the concept of small business, based on the scientific definitions and the legislation of the Russian Federation. The paper also reveals the criteria for defining small businesses, the analysis of legislative changes in 2015. In addition, the fixed list of supporting forms is disclosed more detailed, along with a description of the implementation of these forms at the Federal level and at the level of the Perm region. Under the generated list of forms of SME support some problems of legal regulation and problems of implementation of these forms in practice in the Perm region are identified. In addition, in connection with the revealed features of the regulatory legal acts of the Perm region, the conditions and procedure of granting financial support to small entrepreneurship in the Perm Krai in the provision of subsidies to municipalities from the budget of Perm Krai for the purpose of financing business projects of small businesses, of municipalities grants to small businesses are defined. Also, the court practice of the Perm region on the subject studied was explored. The final stage of the research is the analysis of the legal status and role of JSC «Corporation on development of small and medium enterprises» (hereinafter – Corporation) in the system of support of small business, the subject of study of which are the legislation of the Russian Federation, a report on the Corporation’s activities, and other publicly available data and scientific works.
