Development of Criterias of Encouraging Children with Holiday Packages to «Artek»

This thesis aims to improve the management of the process of encouraging children at the state and regional levels. With the aim of developing adequate criteria for the promotion we explored the grounds and principles of the promotion of children by the example of Germany, Canada, China, USA, Finland and the international scout movement. According to the archival documents of Artek we explored the historical context and evolution of the criteria for reward in the national pedagogy. Through the prism of modern views of the professional community and the children we identified the characteristics of Artek’s resident as a reference point for the younger generation. In the diagnostic study we used the methods of the Delphic groups, sociological polls and interviews. The empirical base amounted to more than a thousand respondents. Federal representative stratified sampling clarified the concept of "achievement" in the modern context and outlined the achievements of children, which should be encouraged from the standpoint of the professional community, teens and their parents. The practical significance of the research lies in the recommended criteria encourage children to make full use of resource of the Federal child camps as a member of the Russian system of education. An example of the interaction of Artek and the regions for the promotion of kids for real achievements will help to activate the motivational mechanisms in the regions. Recommended criteria would increase objectivity, clarity and transparency of the procedure of encouraging children start in the ICC "Artek".
