Effects And Risks of Development "Shadow Education" ( On the Example of The City of Kostroma)

Annotation Private lessons other system is called "shadow education". This term was introduced by an expert in the field of "comparative education" Professor M. Bray. The development of domestic shadow education system is characterized by strong demand for private lessons with teachers, tutors and widespread. Expansion of the shadow education reflects a significant change in the role of the state in the management of education. Expansion of the shadow formation may be due to increasing globalization and competition. Parents are always invested in children's education, to strengthen or improve their social and economic status. Education in our country, as well as throughout the world, is seen as the main tool to achieve victory in the competitive environment, and vice versa, lack of education is considered to be a factor limiting career and other opportunities.  Shadow education market reacts flexibly to the educational needs of consumers of services. Shadow education not only contributes to the formation of human capital by providing "resource effect" of development, but also brings to serious threats and risks, contributing to the development of social inequality, reduce the effectiveness of the official educational systems, transforming professional positions and values ​​of the education community, showing signs of political and social risks.
