S.A. Guschin State Employee as the Subject of Labour Law This graduate paper is aimed a comprehensive study of the institution of public service in the Russian Federation, its essence and features of historical development. The labor legal status of the state employee and the role of the Labor Code of the Russian Federation in the regulation of labor relations in the public service will also be examined. The main objectives of the study are: 1) review and analysis of the basics of public service in the Russian Federation; 2) allocation in the public service of characteristic features, as well as the similarities and differences in comparison with other types of work, existing in the Russian Federation; 3) study of legal relations in the public service regulated by the norms of labor law. The paper consists of an introduction, three chapters, six paragraphs, a conclusion and a bibliography. On the basis of the conducted research the following conclusions are formulated: firstly, one of the features of the Russian public service is the differentiation of its legal regulation; secondly, state employee, upon entering their labor relations, are subject to regulation by both labor and administrative law; thirdly, the legislation on public service in many respects copies provisions of the Labor Code of the Russian Federation; fourth, the regulation of labor of the state law-enforcement and state civil service should be carried out at the level of the labor law by supplementing the Labor Code of the Russian Federation with separate chapters regulating the labor activity of these categories of workers.
