Substantiation of Priorities of Social Policy on the Basis of Subjective Indicators of Social Well-Being of Russian Population

This final qualification work is devoted to the comparison of priorities of social policy in Russia with the priorities that have been determined empirically based on the analysis of factors affecting subjective well-being of the Russian population. The purpose of the research is to identify the factors that determine subjective well-being of citizens – happiness and life satisfaction, a comparison of the results with the priorities of social policy of Russia, development of recommendations for the development of state social policy. To achieve this goal it was necessary to carry out the following tasks: a) Develop the theoretical base of the research: to identify the main priorities of social policy of Russia, to analyze the Russian and foreign studies on the estimation of the determinants of subjective well-being of the population and their use for public policy; b) Develop the main hypothesis of the research: to identify the main factors that determine subjective well-being of citizens of the Russian Federation; C) Develop the empirical model and to organize a database for research. g) Estimate the empirical model in the software environment R and to make the results of the study; d) Compare the results with the basic priorities of social policy of Russia to develop recommendations on improving social policy. The paper presents a theoretical analysis of the priorities of social policy in Russia, the analysis of researches of foreign and Russian authors devoted to subjective well-being of citizens and the factors determining them, methods of empirical research. On the basis of the study, recommendations were prepared by the state social policy concerning improvement of effectiveness of implemented programs and the development of social programs and routines in accordance with the results of the regression analysis on identification of factors that influence subjective well-being of citizens.
