Features of the Regulation of Work of Certain Categories of Workers (People with Family Responsibilities)

The aims of this study are to examine the specific features of the legal regulation of the work of persons with family responsibilities, including: 1) features of theoretical, normative and practical aspects; 2) the problems present in the legal field of modern Russia in this category of citizens; 3) an analysis of the trends in the development of the right regulation of the rights and obligations of this category of citizens. To achieve the goals, the following tasks were set: 1) to conduct a comparative analysis of scientific approaches and modern views on the legal regulation of labor of persons with family responsibilities; 2) to study international legal regulation of rights and duties; 3) to analyze Russian legislation and its practical application in relation to labor of persons with family responsibilities; 4) to identify trends in the development of legal regulation of rights and obligations. As a result, the following conclusions are formulated. First, in Russia today there is no single legal definition of the concept of "family", and the circle of family members in different branches of legislation is defined in different ways. For a long time, the term "persons with family responsibilities" also remained undisclosed. However, the Supreme Court of the Russian Federation presented a list of individuals with family responsibilities. Secondly, with respect to persons with family responsibilities, a significant range of legal regulation features has been established, aimed to creating opportunities for reconciling family and work and eliminating discrimination. Thirdly, the main areas of discussion on the specifics of the regulation of work of persons with family responsibilities relate to the scope of the guarantees provided, the extent to which they fulfill the set goals, and the extension of a greater range of guarantees to the fathers of children.
