Implementation of the International Principle of Prohibition of Forced Labor in the Legislation of the Russian Federation

E.B. Mikhailova Implementation of the International Principle of Prohibition of Forced Labour in the Legislation of the Russian Federation The purpose of this graduate qualification work is research on implementation of the international principle of prohibition of forced labour in Russia, research on its historical background, identification of the main questions and difficulties appearing on practice and also an offer of possible measures on their decision. Some basic concepts applied to the principle of prohibition of forced labour, history of its development and the legal regulation defining main directions of social and labour policy of the states on liquidation of forced labour are analyzed in Chapter I . Chapter II is devoted to the assessment of provision of a forced labour as social phenomenon in its different manifestations and forms in the modern society. Some mechanisms of fight against forced labour performed by the international governmental and non-governmental organizations are considered in Chapter III. The carried-out analysis allows to highlight the following problems: the first problem is about complications with identification of the usage of forced labour that appear on practice because of the complicated notions and the variety of forms of forced labour which are unobvious in some cases; the second problem is connected with a demand for a cheap work force which leads to a human trafficking distribution; the third problem is about disproportion of punishment for the usage of forced labour because insufficiently tough system of responsibility in this sphere does not promote implementation of the international principle of prohibition of forced labour.
