Features of Regulation of Labor Discipline of Railway Workers

This research paper is intended to cover all of main features of the labor discipline of the railway employees in the Russian Federation. Labor discipline is the main part of the labor law of the Russian Federation. In view of the importance and the dangerous of the railway, all of the employees are required to comply with strict obligations established by federal laws. Special attention is paid on such constituents of the labor discipline like rights, obligations, motivations, promoting measures and disciplinary measures of the railway workers. The author made an attempt to examine the development of the legislation in the sphere of the labor discipline and the internal labor regulations on the railway. It is said that these institutions of the labor of the labor employees are regulated by the Charter of labor discipline. This Charter was established by the Act of the Government in 1992. The Labor Code of the Russian Federation was adopted in 2001. There are many collisions between these acts of law. This fact became the subject of the dispute in The Supreme Court of the Russian Federation in 2002. Almost all of the disciplinary measures were abrogated and recognized as illegal. The author came to conclusion that the Charter of the labor discipline of railway workers is quite outdated and tried to find some solutions for such a serious problem.
