In the following academic research, the emphasis will be laid on creation of existing models of data networks on the regional level and calculate the bandwidth on nodes. In this regard, it is proposed to apply an algorithm of detection the maximum flow using the linear programming packages for the automatic telephone exchange. The next issue is to generate groups of nodes and equipment that are supposed to be exchanged according to the technical and capacity constraints and make a permutation. Then the results of running new model will be compared with the results of experiments without using redistributions. If the proposed model has more improvements in performance on big data and has not any technical inconsistencies, it would open prospects for further studies on this model. Another important point is to identify subject, object and hypothesis of the work. Firstly, the object of my research telecommunication nets. Secondly, the subject of proposal is improvement of quality of service on telecommunication nets with a help of equipment exchange. Thirdly, it is hypnotized that permutation of certain equipment between different nodes of the telecommunication network will increase an effectiveness and quality of service of network functionality.
