Personnel Assessment: Competence-based Approach

Personnel assessment penetrates all elements of Human Resource Management System, allowing to reveal the level of manifestation of those employees qualities, skills which are obligatory from a position of organizational requirements and also which are of high value for it. It is about competences of the employee in which assessment many organizations are interested. They develop competence models as the general, and for a concrete position, however they often don't pay due attention to their change and improvement. Therefore, there is a need of application of various actions for optimization of model of competences if it is really required. There are such actions as: the accounting of opinion not only the estimated employees, but also those who carry out estimated procedures; monitoring of the internal and external organizational changes capable to cause a need for change or revision of the estimated competences; introduction of missing categories of competences for concrete positions; use of various methods of an assessment of competences. Results of the research prove a need of development of recommendatory actions for the considered organization, and also their practical application. It, in turn, will allow to increase the quality of the received results and the efficiency of activity as separately taken employee, and all organization.
