The research question of this work: what factors influence the performance of the function of social mediation by the Ombudsman? In the course of this study, the following methods were used: Discourse analysis of electronic media materials, reports on the activities of the Ombudsman of the Saratov Region; Conducting expert interviews; Expert interviews conducted earlier in this field. Thus, the object of the study is the function of the social mediator of the Ombudsman. The subject of the study are the factors influencing the performance of the functions of a social mediator by the Ombudsman. Based on the research goal: to identify the factors influencing the implementation of social mediation by the Ombudsman, the following research objectives were set:1) Study the theoretical literature on: Social Mediation; Ombudsman institution; Human rights; The legislation of the Russian Federation in the field of the UHF, the establishment of the institution of the Ombudsman for Human Rights in the Russian Federation and the Saratov Region; 2) analyze the activities of the Human Rights Ombudspersons of the Saratov Region in the dynamics of the Institute's development; 3) describe the implementation of the function of social mediation; 4) to classify the factors influencing the implementation of social mediation by the Commissioner for Human Rights.The empirical basis of the research are: expert interviews with representatives of the institute and specific individuals who previously held this post; Legislative base of the Russian Federation, Saratov region; Official websites of the Ombudsman for the Human Rights of the Saratov Region; Materials of the media. Thus, in our study, we study in the dynamics the development of the institution of the Human Rights Ombudsman of the Saratov region, considering the activities of each of the Ombudsman, namely the implementation of the functions of social mediation by the Ombudsmen.
