By results of the complex research the author has came to the conclusion that despite extensive legislative regulation and a big amount of courts' decisions, there are still the problems in bringing an individual executive body to responsibility. At the same time, the tendency which has arisen in court's practice till 2017 demonstrated that courts preferably did not meet the requirement of claimants about recovering damages, however, after 2017 the situation begins to change.
