Personnel Technologies as a Tool for Increasing the Effectiveness of Project Teams

The effectiveness of solving large-scale and significant tasks for the development of the government depends on the extent to which the subjects of the Russian Federation are involved in their implementation. Increasing the activity and improving the quality of their participation in matters of national importance can be achieved through the widespread introduction of a project approach to solving problems in the sphere of public administration. The growing popularity of project management, the creation of effective project teams and the interaction of members of this group among themselves is caused, first of all, by changing the conditions for the functioning of the public administration system. The goal of this dissertation is to develop tools for the formation of effective teams for the various types of the government tasks and also to increase the effectiveness of the already formed teams in the face of limited human and other resources. The conducted empirical study made it possible to identify the need for the introduction of personnel support tools, and the implemented educational program allowed to determine the influence of the participation of leaders from among state civil servants in project teams on their personal and career development. The conducted research proves that the optimization of the process of creating an effective project team of the state agency is possible with the use of personnel support tools.
