This work is devoted to the actual topic of import substitution and export development as one of the consequences of this policy. For an in-depth study of the problem, companies dealing with wine production in Russia and Chile were considered. The results of the study show that import substitution can be both developing and utopian. The restructuring of import substitution in the case of wine business in Russia in the period 2014 - 2017 doubts the unambiguously positive impact on the development of wine industry and export.
