Judicial Career: National Approaches in the Light of International Standards of the Independence of the Judicial Power

The dissertation research is devoted to the issues of judicial career in the international and national dimension. The solution of the fundamental problems of judicial reform in Russia, aimed at the formation and strengthening of the judiciary, ensuring independent and fair justice, capable of protecting the rights and legitimate interests of man and citizen, is always connected with the personality of the judge. Meanwhile, studies of the Russian system have repeatedly drawn attention to the low quality of personnel selection in the Russian judiciary, non-transparent, not reflected in the legislation of the procedure for the appointment of judges, stressed the excessive influence of court presidents on these processes and the weakness of the judicial community in protecting the interests of the judiciary. Therefore, the purpose of this study was to develop effective recommendations for bringing Russian practices and legislation in the field of judicial career in line with international standards of independence of the judiciary. The paper presents and uses for monitoring the Russian experience in the organization of judicial activity the recommendation norms formulated in international documents and national practices of other countries. The author found that the national approaches to judicial career in Europe are diverse, meet international standards of independence of the judiciary in terms of selection, appointment, training of judges. Some practices of European procedures can be adopted and updated for the Russian Federation.
