Physical education and sports are becoming an integral part of modern society. At the same time, the number of competitions in various sports held daily is growing, each sport finds its fans and enthusiasts. Relevance of the topic of this thesis research arises from the fact that the problem of safety and security arrangements is currently a key issue. As an example, one of the main problems is the lack of comprehensive legal regulation of security issues in the organization and conduct of sports events. There is a large number of regulations at various levels, requiring constant updating. The number of sources of danger is constantly growing, and therefore there is a need to introduce modern methods and approaches to a security. The purpose of my research is to analyze the existing regulatory framework governing the issues of security organization in providing and conduct of sports events, both at the national and international level. History shows us how many tragic situations have occurred in a relatively short sporting history. And regardless of the type of danger coming absolutely in all cases, there is always a human factor. In some cases, it is a poor design and construction of stadiums, in other cases – a behavior of athletes and spectators, and third cases - targeted criminal actions. In my opinion, the main directions of creating a system of security at sports facilities and the organization of work with fans and their associations should include the development of an effective set of measures to improve public safety at sports facilities and the definition of a system of measures to organize work with fans and their associations.
