This paper examines the factors that can affect the innovative activity of pharmaceutical enterprises in Russian Federation, namely, their costs for R&D. The data includes 431 companies for the period from 2012 to 2016. A hypothesis was proposed that the sanctions imposed on Russia negatively affected the costs of R&D, but it was refused. Three models were constructed, where the impact of sanctions on R&D costs was examined. The growth rate of earnings, intangible assets, the number of employees and the financial leverage are significant factors in these models.
