Professional Choice of Students Enrolled in Bachelor's Program "Public Administration" at The Early Stages Of Professionalization (Case Of NRU HSE).

The study is devoted to the problem of professionalization of students enrolled in bachelor's program "Public Administration", which is reflected in the established practice of recruiting by public authorities specialists with non-core for this activity basic vocational education. The purpose of the study is to identify the factors that influence the professionalization of students within the framework of state and municipal management at the level of bachelor's education. The scientific novelty of the work consists in revealing the methodological contradiction between the state service as a special status and professional activity as a format of labor activity. The object of the study is the state civil service as a professional activity. The subject of the study is the professional development of the students enrolled in bachelor's program "Public Administration". Taking into account the subject of this work and the studies of local and foreign scientists studied during the research, an attempt was made to answer the question: what are the reasons for the low convertibility of profile education in the sphere of state and municipal government and what is the role of student’s motivation in it? As a result of the research, three groups of factors influencing the professionalization of students in the sphere of state and municipal management were identified, namely the existence of a contradiction in the interpretation of the state service by Russian legislation, the "European" model of the practice of recruiting authorities, requiring a candidate with a specialized education, as well as the contradictions revealed in relation to the students themselves to professional realization within the public authorities. Based on the results of the work, a possible decision was made to remove these contradictions in order to harmonize the current situation
