Governance Indicators at the Subnational Level in the Russian Federation

The study is aimed at analyzing the system of public administration at the regional level of the Russian Federation. Evaluation of the quality of public administration is necessary for the improvement of public administration. The paper analyzes the quality indicators of state administration in 83 regions, not including the Republic of Crimea and the city of federal significance Sevastopol. All subjects were assessed on 23 indicators of the quality of public administration, which resulted in the compilation of regional ratings for all indicators and an integrated final rating. The analysis allows to confirm the problematic level of government in the regions of Russia, as no region has shown an "excellent" result, and most regions have an average level of government.
