Approaches to Design of Quality Management System in School Education

There is a gap between achievements of the theory in the area of quality management and ways of conducting work by the educational organizations in the area of quality of education. Global trends in quality management are creation of systems of quality management at the heart of which process approach, the distributed management through formation of the general values, uniform regulations, delegation of powers, great importance also is of formation of culture of trust and the involvement, creation of management teams by the principle of complementarity of participants. Taking into account results of a research, key attributes of the intra school quality management system (QMS) are formulated. The analysis of the importance of various attributes and risk assessment connected with their implementation failure is carried out. It is offered to use the Kano model for development of decisions on improvement of processes of the organization. For assessment of efficiency of QMS of school the "system elements-participants-involvement level" model is offered. Approach to creation of a quality management system of a lesson as the most mass and one of the most complicated processes of school is offered. The work can be used by the heads of schools seeking to construct a quality management system in the educational organization.
