The paper covers the secondary school students’ research activity (SSSRA) arrangement issue. The necessity of SSSRA organization due to the FGOS implementing in Russian secondary schools at 2020 is the management problem this paper to be concerned with. Key research question: what key SSSRA arrangement elements are common between Russian selective schools with high SSSRA results? There are four empirical researches described in the paper: 1) for SSSRA arrangement goals in Russian schools – with interview; 2) for SSSRA arrangement elements’ popularity in Russian schools – with qualitative content analysis and with interview; 3) for HSE Lyceum students’ feedback due to SSSRA arrangement elements’ implementation in HSE Lyceum – with questionnaire survey; 4) for SSSRA arrangement elements’ implementation results in HSE Lyceum – with test. According to the research the main goals of SSSRA arrangement in Russian schools are practical research skills improving and students’ preparation for graduate works at universities. The arrangement of students’ individual graduate work preparing is the key element of SSSRA arrangement without exception. On the other hand, the supervisors’ functions are not as obligatory as it was assumed. The alternatives include special classes for research skills improvement, SSSRA coordination throughout the school and SSSRA quality control. Consequently, the basic management problem can’t be solved only with lessons. On the other hand, supervisor’s functions can be distributed between other SSSRA arrangement elements, what makes the SSSRA arrangement mechanism potentially more replicated than it was assumed. Key words: problem-based learning, school project, secondary school, FGOS
