This master's thesis is devoted to the topical issues of enhancing the quality of education in rural schools of the Russian Federation operating in difficult conditions. The object of the project research of this master’s thesis is the practice of developing and implementing the program of transition to the effective operation mode for rural schools operating in difficult conditions. The subject of the project research of this master’s thesis is the expert support of rural schools operating in difficult conditions, implementing programs of transition to the effective operation mode. The main purpose of this master's thesis is to develop and verify the model of expert support for rural schools operating in difficult conditions, implementing programs of transition to the effective operation mode. This thesis is aimed at studying the world and domestic experience of overcoming educational inequality expressed as the differentiation of schools subject to the negative impact of external socio-economic and territorial factors. The implementation of a set of measures of such schools’ support in conjunction with the mobilization and the use of their internal potential is considered as a solution to the problem of improving the schools’ efficiency. The implementation of this strategy is considered as a mechanism of the development of an educational organization.
