Multilevel Legal Regulation of Remuneration in the Russian Federation

The relevance of the research topic is due to the problem of ensuring a decent level of wages. The determining factor is the fact that the majority of the working-age population of the Russian Federation works within the framework of labor relations, and wages are their main source of income. The object of this study is the effectiveness of multi-level legal regulation of wages in the Russian Federation. The subject of the research is normative legal acts of the Federal authorities, normative legal acts of the authorities of the subjects of the Russian Federation, collective agreements and agreements, scientific literature, as well as law enforcement practice on the research topic. The goal of the research is to study the problems affecting each level of legal regulation of wages, their interaction, as well as to develop proposals for improving the existing system. The following tasks were performed to achieve the research goal: The content, functions and problems of wage regulation at the Federal level are determined; The powers of the bodies of subjects of the Russian Federation to regulate wages in accordance with the labor code, and the main trends of legislation at this level are determined; The collective and contractual regulation of wages at the Federal, regional (interregional), sectoral (inter-sectoral) and territorial levels of social partnership is analyzed; The provisions of collective agreements containing rules on wages, the order of their conclusion are considered; The varieties of local regulations governing wages and their competence are defined; The Institute of individual and contractual regulation of wages, the problems of implementation of the relevant provisions of the law and the position of judicial practice are investigated; As a result, the problems of each level of legal regulation of wages and proposed changes to the current legislation are determined.
