Implementation of Sustainable Public Procurement at the Region Level

The current research analyzes the implementation of sustainable public procurement at the regional level. More than twenty years ago, countries first discussed the importance of sustainable development based on economic stability, social justice and reduced environmental footprint, and the beginning of the concept of sustainable public procurement (SPP) was marked. Many countries have successfully implemented the concept, however, it is lacking in Russia. How to implement the SPP idea in Russia at the regional level, and what tools should be used? It is possible to adopt the experience of foreign countries (regions) that have achieved success in SPP implementation. However, it is difficult to choose a country (region). Another solution is the “Sustainable public procurement implementation guidelines”, developed by the UN, which takes into account the foreign countries experience. It is a guideline for the SPP implementation. The “Guidelines” was adapted for the Perm region taking into consideration step-by-step instructions, while collecting statistical information on procurement activities in the region for 2015–2018 years and a questionnaire of procurement specialists. The adapted version of the Guidelines can be applied in the public procurement system in the Perm region and in other regions of Russia as well
