The relevance of this master's thesis is due to the ongoing process of privatization in the Russian Federation, the development of a market economy and competitive environment. With these changes, the question of the necessity and expediency of the existence of such an organizational and legal form as state and municipal unitary enterprises is increasingly being questioned. In regularly cited data on the state of competition in the Russian Federation, unitary enterprises often appear as one of the factors restricting competition. And if their existence can be justified in such strategic areas of the economy, as, for example, the military-industrial complex, then there is almost no need for state and municipal unitary enterprises in competitive markets such as transport, communications and others. To resolve the problem and successfully implement the National Plan for the Development of Competition, an instrument is needed to gradually eliminate the organizational and legal form of state and municipal unitary enterprises by prohibiting the establishment of new unitary enterprises and gradually reorganizing and privatizing existing ones. The development of such a tool is impossible without an analysis of the legal status of state and municipal unitary enterprises. The gradual reduction in the number of unitary enterprises operating in the competitive markets will lead to the improvement of the competitive environment in the commodity markets and the improvement of the business climate in the Russian Federation.
