ICT Specialists in the Russian Labour Market

With the rapid development of the information society, there is a need for highly qualified specialists in the field of information and communication technologies. There are a lot of researches that study ICT sphere position in the national economy in different countries. Some scientists study the nuances of education, others analyze the market for the supply and demand of such specialists in the labor market. Regardless of the purpose of the study, the authors argue about the need to develop government strategies to optimize entry into the ICT market for workers and their working conditions. This paper examines ICT specialists in the Russian labour market, as well as evaluates the impact of socio-demographic characteristics and the specialty received on the likelihood of respondents to work as ICT specialists. This work relies on the RLMS data of the Higher School of Economics for 2015–2017. Eurostat methodology is used to highlight the ICT specialists’ group (the studied group includes 24 ISCO codes). At the first stage, the main socio-demographic characteristics were considered, as well as the working conditions of ICT specialists, and a comparison was made with similar characteristics among the employed population of other professions. On the second, the probit regression method was used to assess the influence of various factors on the respondent’s likelihood of being employed as an ICT specialist. The results of the study will allow to identify the place of ICT specialists in the Russian labour market, as well as to establish what factors influence the individual's employment in this sphere.
