Improving Public Procurement Management at the Regional Level

Government procurements are important for the development of the country. To increase their efficiency, it is necessary to look for various ways to improve this sphere. One of such ways are joint procurements. However, among researchers and practitioners there is debate about their effectiveness. On the one hand, joint procurement have many advantages compared with non-joint procurement. On the other hand, joint procurements have a number of problems, which makes them ineffective. And some studies suggest that joint procurements may be effective under certain conditions or for specific goods, works or services. Therefore, the problem under discussion requires study. To solve this problem, we identified through regression and quantitative analysis goods, works and services for which it is effective to use joint procurements. And also we reviewed the current situation of joint procurements at the regional level with the help of an interview. As a result, it is proposed to expand the list of recommended goods, works and services for joint procurement in the Perm Krai by food products.
