Functioning of Small Business in the Conditions of Transformation of Legislation: the Case of Entrepreneurs of St. Petersburg

In this paper, an attempt was made to identify how small retailers business respond to changes in legislation. Considered the case, as the transition to the new control and cash technique, has changed the market cash services which diskurs this transition has shaped the entrepreneurs and how they have formed their competence regarding the new rules. This paper demonstrates how the institutional environment of small business entrepreneurs consists of formal and informal rules and what is the significance of these rules for them.
